Switzerland has cracked a problem that stumps most of the world. As climate change drives more floods, storms, and disasters, disaster insurance is becoming unaffordable or simply unavailable in many places. Most countries rely on messy public-private partnerships to address this. Switzerland’s 19 cantonal public insurers do things differently — they are government-owned monopolies that provide cheap, compulsory, comprehensive disaster insurance to every property owner. Even more importantly, they actively integrate climate adaptation measures into their operations — all without government subsidies. The paper identifies the mechanisms that make this unusual system work.
