Resilient housing programs: A framework for evaluation

As homes are increasingly threatened by flood, fire, cyclone and earthquake, governments are relocating or redesigning homes in an effort to make them more resilient. What can we learn from these efforts? In this Hazard Note, we develop a framework for evaluating resilient housing programs. This framework explains the trade-offs involved, the need for equitable approaches, and the importance of using multiple success factors for evaluation.
